The members of a construction project encompass all the individuals and entities involved in its development. It might be different depending on the country.

Promoter

The promoter is either a natural person or a legal entity responsible for initiating, planning, and financing the construction works. The promoter’s obligations include:

  • Demonstrating ownership of the rights to develop the project on the designated lot.
  • Appointing the designer or designers and providing necessary documentation and information for the project’s drafting.
  • Managing and obtaining the required licenses and administrative authorizations, as well as signing the work’s acceptance document.
  • Acquiring material damage insurance or surety insurance to ensure compensation for damages caused to the building by various supporting, construction, or installation elements.
  • Appointing the project management and coordinator for health and safety aspects during the work’s execution.
  • Delivering to the buyer, if applicable, all documentation related to the completed work or any other documents mandated by the competent authorities.

Contractor

A contractor is either a natural person or a legal entity that, through a contractual agreement, undertakes the responsibility to carry out all or specific portions of the construction works outlined in the project and contract. The duties of the contractor include:

  • Executing the construction work in accordance with the project, applicable laws, and instructions from the construction manager and work execution director.
  • Allocating human and material resources to the project and designating a site manager responsible for representing the contractor’s technical interests.
  • Formalizing the subcontracting of certain parts or installations of the work within the contractual limits.
  • Signing the certificate of reconsideration or commencement, as well as the certificate of work completion and acceptance.
  • Providing the project manager with necessary data for documenting the completed work.
  • Obtaining material damage or surety insurance to ensure compensation for one year for any material damages resulting from defects or deficiencies in the completion or finishing elements of the works. Additionally, the contractor may obtain other insurances agreed upon in the Execution Contract, which are typically the responsibility of the promoter.

Designer

The designer is an agent appointed by the promoter and tasked with creating the project, adhering to the relevant technical and urban regulations. Once the project is defined, it must be submitted for analysis by the competent authorities to ensure compliance with established regulations and development plans for the construction area.

Project Manager

The Project Manager acts as the representative of the promoter throughout the construction process and serves as the point of contact with the contractor and other involved parties until the project’s completion. Therefore, their responsibilities encompass aiding in project management and organization, with a focus on minimizing risks and maintaining quality standards. In addition, the Project Manager collaborates in creating a detailed and realistic plan during the early phases and identifies and studies potential delays throughout the control phase.

Site Management/Construction supervision

The Site Management team comprises competent technicians responsible for directing and controlling the execution of the construction work. The key members of the site management team may include:

  • Site Manager: The site manager is the individual who takes overall responsibility for managing the construction site. They oversee day-to-day operations, ensure that work is carried out according to the plans and specifications, and coordinate various activities on-site.
  • Site Engineers: Site engineers are responsible for technical aspects of the project on-site. They work closely with the site manager and are involved in tasks such as setting out the work, quality control, and solving technical issues that arise during construction.
  • Health and Safety Officer: This professional ensures that all health and safety regulations are followed on-site, creating and implementing safety plans, conducting safety inspections, and promoting a safe working environment.
  • Quantity Surveyor: The quantity surveyor manages the costs and budget of the construction project. They assess and value construction work, handle cost estimation, and manage contractual and financial matters related to the project.
  • Contract Administrator: The contract administrator is responsible for overseeing the contract documents, managing variations and changes, and ensuring that the project adheres to contractual obligations.
  • Foreman: Foremen are in charge of supervising and coordinating specific trades or tasks on the construction site, such as masonry, carpentry, or electrical work.
  • Subcontractors: Although not part of the direct site management team, subcontractors play a crucial role in the construction process. They are hired by the main contractor to carry out specialized tasks or portions of the work, such as plumbing, roofing, or HVAC installations.

It’s important to note that the composition of the site management team can vary depending on the size and complexity of the construction project. Larger projects may have a more extensive site management team with additional specialized roles, while smaller projects may combine some responsibilities among fewer individuals.
